Lazia, 6 October 2021 — The Confederation of Mahuset has established Vicesysteem, a state-owned chain of shops that is to be the sole legal vendor of recreational soft drugs, legal hard drugs, nitrous oxide and ketamine.
Modelled on the state alcohol monopolies of Sweden and other Nordic countries, Vicesysteem forms part of the Confederation's liberal drug policy and its stated aim of minimising the harm caused by recreational drug use.
The monopoly is barred from selling classified hard drugs, from offering discounts, and from selling to anyone under the age of 18, to anyone believed to be buying on behalf of a minor, to anyone under the influence of drugs, or for any purpose other than personal recreational use. It operates separately from the licensed "coffeeshops" run by the federal government and the constituent states, and from vendors of alcohol, tobacco, nicotine and caffeine.
