Lazia, 23 March 2021 — The National Convention of 2019 has created the Federal ARIA (Dutch: Federale ARIA), a federal research-and-development body focusing on "high-risk and high-reward" research, and the Fatherland Union (Vaderlandsunie), a voluntary state-led alliance of government agencies, political parties and mass organisations. Preferential treatment of organisations within the union is constitutionally prohibited.

The Federal ARIA was conceived as a research-and-development body for high-risk, high-reward projects, while the Fatherland Union drew government agencies, parties and mass organisations into a single voluntary alliance — its constitution barring any preferential treatment of members. Both reflected the National Convention’s appetite for building out the institutional architecture of the state.
