Lazia, 28 June 2026 — The National Convention of 2019 has scaled back its long-running effort to give the Confederation of Mahuset a full written constitution and legal order, narrowing the project it was created to pursue.
The National Convention was established by the constitutional referendum of February 2019, charged with producing a new constitution, civil code, penal code and a wider governmental framework. In practice the comprehensive project was never realised, and the body increasingly assumed the everyday functions of government in place of an irregular Lazian Chamber.
Rather than pursue an exhaustive codification, the National Convention now limits its active remit largely to the constitution itself, leaving everyday governance to Mahusetan customary law and existing statute. The shift reflected a Confederation grown more comfortable with a hybrid, customary legal order than with the ambitious codes of its founding vision.
