The chancery is placed under the authority of the Ministry for General Affairs and will also supervise the ceremonies at which honours are conferred.
Its creation forms part of the wider consolidation of state functions now under way. The government said the purpose was to provide a permanent, centralised registry, ensuring both accuracy of records and consistency in ceremonial life. Records of awards and honorifics have until now been kept across a variety of offices, often on an ad hoc basis.
The chancery will coordinate the conferral of civic and military distinctions, the recognition of service in government and defence, and the award of titles. By bringing these functions together the government seeks a standardised framework for honours comparable to those of other established states.
Observers described the measure as both administrative and symbolic. It rationalises the management of records and relieves other ministries of ceremonial duties, while signalling a recognition of honours as an element of civic identity and continuity.
Placing the chancery under General Affairs reflects its cross-cutting role: it serves the Confederation as a whole rather than any single area of policy.
