Lazia, 4 January 2026 — The National Convention of 2019 has approved the creation of the Mahusetan Correctional and Labour Administration Corporation (MCLAC), a state-owned body to run prison and community-service labour.

The corporation is established under the authority of the Ministry of Justice and takes over the practical administration of penal labour, restorative justice activities and rehabilitation projects currently spread across several departments.
Officials said the measure was intended to increase efficiency, standardise conditions and ensure that labour performed under sentence or community order served both social and economic ends.
The MCLAC will coordinate work assignments, safety standards and the allocation of resources for projects involving convicted persons and people fulfilling community-service obligations. It will also oversee partnerships with local authorities, charitable organisations and private contractors engaged in public works.
The decision follows earlier discussion in the National Convention about the boundaries between punishment, rehabilitation and productive contribution. Supporters described it as a pragmatic step towards integrating the correctional system into the wider public service.
One delegate said that "labour, when properly directed, can be both a means of restitution and a path to reintegration".
The corporation is the latest in a series of specialised institutions created under the National Convention's reform agenda, which has also seen the consolidation of numerous offices and the establishment of the Office for Architecture and Design.
