The framework forms part of the continuing consolidation of Mahuset's internal security and institutional integrity policies.
Officeholders and civil servants may face disciplinary review if they are found to be taking part in organisations formally deemed hostile to Mahuset, or acting in sustained coordination with them. The measures apply principally to state institutions and recognised public offices, though officials indicated that some restrictions may extend to publicly funded bodies and affiliated organisations.
The government said the policy was intended not to regulate private opinion but to prevent conflicts of loyalty, and to protect the functioning of Mahusetan institutions from what it called "hostile external influence and organised disruption".
Implementation and oversight will be shared between the Mahusetan Intelligence Agency (MIA) and the Mahusetan Police. Both said enforcement was expected to remain limited and targeted, focused on deliberate institutional infiltration rather than on incidental or historical association.
